The Report contains significant findings of audit of Expenditure of major Departments under Social, General and Economic (Non-PSUs) Sectors. The instances mentioned in this Report are those which were noticed in course of test audit during the period 2015-16 as well as those which were noticed in earlier years but could not be reported in the previous Audit Reports; instances relating to the period subsequent to 2015-16 have also been included, wherever necessary.
The Report contains 24 paragraphs relating to fictitious payments, payment of fraudulent claim, unproductive expenditure, excess expenditure etc., including Performance Audits on “Implementation of Right to Education Act”, “Pradhan Mantri Gram Sadak Yojana” and “Management of Prisons”. The Report is based on test check of records of the Department s of Elementary Education, Health and Family Welfare, Public Health Engineering, Social Welfare, Tea Tribes Welfare, Welfare of Minorities Development, Welfare of Plain Tribes and Backward Classes, Public Works, Agriculture, General Administration and other Departments.
During 2015-16, against the total budget provision of Rs. 74,818.45 crore, total expenditure of Rs. 42,031.46 crore was incurred by the State Government.
