As on 31 March 2015, the State had 72 Public Sector Undertakings (PSUs) with an investment of Rs. 1,21,743.21 crore. Out of 65 working PSUs, 41 earned profit of 1,979.79 crore and 20 PSUs incurred a loss of Rs. 16,833.24 crore.
The Performance Audit on TASCO and PSM revealed that these companies suffered loss due to non-taking up staggered plantation of sugarcane, micro irrigation method, shortfall in procurement of sugarcane, procurement of over-aged sugarcane upto 96 percentage and crushing of 97 percentage of sugarcane beyond 24 hours after harvesting, etc.
The Performance Audit on Procurement of Wind Energy by TANGEDCO revealed that the State had exploited wind energy potential only upto 53 per cent (7,439 MW) as on March 2015. Further, there were instances of not procuring the available wind energy to the extent of 8,801 MUs. Audit found extension undue benefits to the private wind energy producers in execution of group captive mechanism and banking of wind energy.
The Performance Audit on Tamil Nadu Warehousing Corporation revealed avoidable delays in construction of godowns, under utilisation of godown capacity and utilisation of warehousing facilities by the farmers only to the extent of one per cent, etc. Deficiencies in scientific storage facility, safety measures were also noticed.
The Report also contained 11 Compliance Audit Observations, which inter alia included delay in settlement of accident compensation by State Transport Undertakings, wasteful expenditure of Rs. 36.27 crore to TANGEDCO on account of acceptance of a gas booster compressor without verifying its operation risk etc.
