The office, headed by the Director General of Audit (DGA), has the Head office in New Delhi and three branch offices located in Mumbai, Kolkata and Bengaluru with a sub-office in Chennai.
Distribution of work among branch offices/wings
(i) Head office, New Delhi
The profile of work among the various groups is as below:
(a) Administration and Establishment Group
The Administration and Establishment group is divided into two sections:
Administration-I – The section deals with the preparation of Budget Estimates/Revised Estimates, Budget Demand/Allotment of the O/o DGA (ESD) including all the branch offices, All the establishment work viz procurement and maintenance of various equipment/ machinery/ IT hardware and software and making purchases on GeM, service-related matters of employees in head office and processing of approval of competent authority for similar matters in case of branch offices, Return of Income Tax and other miscellaneous receipts to be sent to Headquarters Maintenance of Service books, pay fixation, arrears, Pension, Loans and Advances, etc.
Administration –II – The section deals with coordination with branch offices on administrative matters such as service matters of their employees for approval of competent authority, Training, Hindi related work, Correspondence in respect of Departmental examinations for branch offices, Welfare/scholarship/sports events etc. of branch offices, payment of Medical, TA & LTC claims, court cases/disciplinary cases of branch offices, Association/recreation club/canteen matters branch offices, DG inspection/peer review, RTI cases, etc.
(b) Environment Audit Group
Environment Audit (EA) Group in Delhi office deals with the audit of Ministry of Environment, Forest and Climate Change (MoEFCC), Ministry of New and Renewable Energy (MNRE) and Ministry of Water Resources, River Development and Ganga Rejuvenation (MoWRRDGR). The scope of work comprises of preparation of the Audit Plan of the group, Compliance audit of the above Ministries, their subordinate offices and autonomous bodies located in the northern region of the country, audit of Appropriation and Finance Accounts of the above Ministries, audit and Certification of annual accounts and the issue of Separate Audit Reports (SARs) in respect of the autonomous bodies under the above Ministries, audit of Externally Aided Projects undertaken by these Ministries and processing of audit certificate in respect of EAPs audited by branch offices, etc.
(c) Inspection Group
The Inspection wing deals with the audit of the Ministries/ departments other than those dealt with by EA Wing. The profile of work comprises of preparation of Audit Plan of the Group, compliance audit of the Ministries/Departments, their subordinate and attached offices and autonomous bodies located in the northern region, audit of appropriation and finance accounts of Ministries/Departments(other than DAE, DOS and those audited by EA wing), issue of audit certificate on Appropriation and Finance accounts for all Ministries/Departments and processing of material for CAG’s Audit Report, audit and Certification of annual accounts and the issue of Separate Audit Reports (SARs) in respect of the autonomous bodies under audit jurisdiction, coordination of certification of accounts of ABs and consolidation of monthly/quarterly return on the same, coordination of audit of Appropriation and Finance accounts and consolidation of monthly/fortnightly return on the same, etc.
(d) Report and Audit Planning Group
The scope of work of this group comprises of processing of draft paras for Compliance Audit Report, processing of guidelines for standalone audits, processing of standalone audit reports, the printing of audit reports and laying them in Parliament, follow up of Audit Reports, consolidation and follow up of Audit Plan of the office, examination and consolidation of risk assessment of units of the office, organizing In-house training, etc.
