Overview
Audit Report No. 2 of 2021 was laid on the table of Rajya Sabha on 11 August 2021 and in Lok Sabha on 29 November 2021 and has now become a public document.
A comprehensive reconstruction plan for the erstwhile State of Jammu & Kashmir (J&K) was announced by the Prime Minister of India on 07 November 2015. The Prime Minister’s Development Package (PMDP), included 63 projects with a total outlay of Rs.80,068 crore.
The core objective of the PMDP, a Reconstruction Plan was to expand the economic infrastructure; provide basic services; give thrust to employment and income generation; provide relief and rehabilitation to the victims of September 2014 floods and to strengthen the Disaster Management Framework of the erstwhile State.
The Performance Audit findings have been categorized under four broad headings in the Report viz Humanitarian Relief, Crisis Management, Social Infrastructure and Development Projects.
Significant audit findings highlighted in the Audit Report pertain to the topics given below:
Humanitarian Relief
• Assistance for completely damaged, severely damaged and partially damaged houses (Paragraph 2.2)
• Rehabilitation package for Jammu migrants (Paragraph 2.3)
• Rehabilitation package for one-time settlement for families from Pakistan occupied Jammu and Kashmir (POJK) and Chhamb Displaced persons (Paragraph 2.4)
• Interest subvention on assistance for restoration of livelihood of traders/ self employed/ business establishments (Paragraph 2.5)
• Raising of Five India Reserve Battalions in J&K (Paragraph 2.6)
Crisis Management
• Construction of Additional Girls Hostels in Higher Education Institutions (Paragraph 3.2)
• High End Security and Law and Order System in Jammu and Kashmir (Paragraph 3.3)
• Comprehensive Plan for Flood Management of River Jhelum and its tributaries Phase I (Paragraph 3.4)
• Permanent Restoration of Damaged Infrastructure (Paragraph 3.5)
Social Infrastructure
• Stepping up efforts under Himayat scheme (Paragraph 4.2)
• Enhanced rate of remuneration to Special Police Officers (SPOs) from Rs.3,000 per month to Rs.6,000 per month (Paragraph 4.3)
Development Projects
• Atal Mission for Rejuvenation and Urban Transformation (AMRUT) (Paragraphs: 5.2)
• Balance Central Share Liability of ongoing Jawaharlal Nehru National Urban Renewal projects for the State of Jammu and Kashmir (Paragraph: 5.3)
• Externally Aided Project of Jammu and Kashmir Urban Sector Development Investment Programme and Completion of pending projects under PMRP 2004: Counterpart Funding – ADB II (Paragraphs: 5.4)
• Construction of Government Tourist assets in lieu of damaged/ destroyed assets (Paragraphs: 5.5)
