Overview
This Report of the Comptroller and Auditor General of India (C&AG) relates to matters arising from test audit of transactions of various Departments of the Government of Goa pertaining to General, Social, Economic Sectors(Non-PSUs), Revenue Sector and Public Sector Undertakings(PSUs) and Government Commercial and Trading Activities. The primary purpose of this Report is to bring to the notice of the State Legislature, significant results of audit. The findings of audit are expected to enable the Executive to take corrective action, to frame appropriate policies as well as to issue directives that will lead to improved financial management and contribute to better governance. This report contains three chapters-
Chapter I contains a Performance Audit on ‘Management of Solid Waste in Goa’. This chapter also contains four compliance audit paragraphs on loss of government property, wasteful expenditure in canal distributary work, excess payment of interest on House building Advance and injudicious investment in private property and nugatory expenditure on rent.
Chapter II contains compliance audit paragraphs on audit of Collection and Accounting of Cash Receipts in Revenue, Registration and Transport Departments and five other compliance audit paragraphs regarding short levy of VAT, application of incorrect rates for levy of license fee and short levy of excise duty.
Chapter III contains an overview of State PSUs and Government commercial and trading activities, a Performance Audit report on e-Tendering system in Goa. This chapter also contains a compliance audit paragraph on irregular transfer of land by Goa Industrial Development Corporation (GIDC).
