Report No. 2 of 2011 - Performance Audit on Civil of Government of Tamilnadu
Overview
This Report has been prepared for submission to the Governor under Article 151 of the Constitution of India. The Report starts with an introductory chapter outlining the audit scope, mandate and the key audit findings which emerged during the year-long audit exercise. Chapter II deals with the findings of Performance Audit in Co-operation, Food and Consumer Protection; and Municipal Administration and Water Supply Departments.
Chapter III deals with findings of transaction audit in Adi Dravidar and Tribal Welfare; Animal Husbandry, Dairying and Fisheries; Backward Classes, Most Backward Classes and Minorities Welfare; Environment and Forests; Finance; Highways and Minor Ports; Municipal Administration and Water Supply; Home, Prohibition and Excise; Public Works; Rural Development and Panchayat Raj; and Health and Family Welfare Departments. Chapter IV contains findings arising out of the Chief Controlling Officer based audit of Forest Department.
Reports containing (a) observations arising out of audit of Statutory Corporations, Boards and Government Companies, (b) observations on revenue receipts of the State Government, (c) observations relating to local bodies and (d) observations on the finances of the State Government are being presented separately. The cases mentioned in this Report are among those which came to notice in the course of test audit of accounts during the year 2010-11 as well as those which had come to notice in earlier years but could not be dealt with in previous Reports. Matters relating to the period subsequent to 2010-11 have also been included, wherever necessary.
