He is in the higher management of the Indian Civil Services (1992 batch). He has a multidisciplinary academic background in Engineering, Legal studies (with specialization in cyber and competition law), Public Financial Management (PFM- KSG, Harvard University), Financial Analyst, Information Systems Audit & Management (CISA - USA), Fraud Examination (CFE- USA), Public Policy (LKY, Singapore), and Leadership Program (ISB, Hyderabad). After completing Public financial management from HKS, Harvard University, he pursued doctoral research on regional growth and international trade leading to a PhD from the Indian Institute of Foreign Trade, Delhi.
Born in 1969, he has served the federal government in various capacities. His experience spans across economic, security and social sectors of governance entailing management roles in local governments, NGOs, parastatal, national and international organizations. He has travelled widely and led several teams for service delivery, dispute settlement, regulation, capacity building, appraisal, investigation and assurance services.
Experienced in management of socio-economic policies and performance of accounts, entitlements, audit, administration, and adjudication functions in several sectors including the Petrochemical sector (Indian Petrochemical Corporation Ltd.). States of Andhra Pradesh, Assam, Bihar, Uttar Pradesh, Himachal Pradesh, India. Department of Revenue, Post & Telecommunications, Ministry of Commerce, Ministry of Defense, Ministry of Railways, Ministry of External Affairs and Human Resource Development, Election Commission, Govt. of India and Multilateral bodies like United Nations Organization and Agencies; OPCW, WFP, IAEA, WTO, UNPKO; World Bank and IMF. I have an easy comfort level in interpersonal communication with different stake holders in the private, public and unorganized sectors.

Published a book on Government Procurement, several papers have been published on Trade Policy & the Business Political Outlook, Growth Symmetry in South Asia; Financial development, taxation and International Trade, in South Asia Economic Journal; Indian Journal of Public Administration; International Journal of Trade and Global market; Journal of World Trade; Foreign Trade Review; Journal of Economic Policy Reform. Presented articles and working papers on Trade facilitation, Transaction cost, GST, inverted duty structures, SEZs etc.
National merit scholar, “C” Certificate NCC cadet (Defense Training). Played Boxing and Cricket at the State (U.P.) level, India. PRINCE Certification from NAO, UK and Civil Services College Sunningdale, UK on IT systems management.
