The Report contains three Performance Audits (PAs) and 20 paragraphs relating to excess, unfruitful expenditure, avoidable payment and shortcomings in implementation of rules and programmes.
PA on Working of Haryana State Agricultural Marketing Board brought out lack of long term planning and deficiencies in both financial management and execution of projects and schemes which undermined the overall objectives of the Board. PA on working of Pandit Bhagwat Dayal Sharma Post Graduate Institute of Medical Sciences, Rohtak National Programme of Mid Day Meals brought out deficiencies which impaired its ability to achieve its overall objective of providing quality health services and medical education in the State. PA on the Right of Children to Free and Compulsory Education Act brought out deficiencies that undermined the achievement of the objectives of the Act.
There were instances of non compliance of Environment Clearance and Post Clearance Monitoring conditions, improper Implementation of Food Safety and Standards Act, 2006, avoidable payment of interest due to delay in deposit of enhanced land compensation, Upgradation of Government Industrial Training Institutes through Public Private Partnership were not achieved fully, improper implementation of Investment Promotional Schemes, delay in construction of Workers' Facilitation Centres, avoidable payment of Service Tax, extra expenditure due to injudicious allotment of works, Improper evaluation of bids, deficiencies in Implementation of Pradhan Mantri Gram Sadak Yojna, excess payment to agencies, unfruitful expenditure on incomplete work, incomplete Sewerage scheme, Non deposit of interest amount in Government Account Non-recovery of unearned increase in value of land and annual ground rent. There were deficiencies in the implementation of the scheme 'Homes for Widows and Destitute Women'. Targets of 'Beti Bachao Beti Padhao' of improving the sex ratio at birth, increasing girl’s enrollment in secondary education and 100 per cent re-enrolment of drop-out girls could not be fully achieved.
