Economic Sector (PSUs) -1

This wing is entrusted with the Compliance/Performance/Financial Audit of State Public Sector Undertakings/Statutory Corporations/Autonomous Bodies.  As on 31 March 2019, there are 28 State Government PSUs (23 working, three non-working and two Statutory Corporations).In addition, there are five Autonomous Bodies (CAMPA, HPCT & BSM&DA, HP Veterinary council, HP Khadi and Village Industries Board and Himachal Pradesh Electricity Regulatory Commission) under the audit purview of this wing.

The accounts of the Government Companies (including companies deemed to be Government companies as per the Companies Act) are audited by the Comptroller and Auditor General of India under section 19 of the CAG's (Duties, Powers and Conditions of Service) Act, 1971, read with section 619 of the Companies Act, 1956, and Sections 139 and 143 of the Companies Act, 2013. The audit of the statutory corporations is conducted under their respective legislations.

Reports in relation to the accounts of Government companies or corporations are submitted to the Government by CAG for laying before the State Legislature of Himachal Pradesh under section 19-A of the CAG (DPC) Act, 1971.  In respect of Himachal Road Transport Corporation which is a statutory corporation, the CAG is the sole Auditor.  In respect of Himachal Pradesh Financial Corporation, the CAG has the right to conduct the audit of accounts in addition to the audit conducted by chartered accountant appointed by the corporation.  The Separate Audit Reports on the Annual Accounts of these corporations are forwarded separately to the State Government.

The Audit has been conducted in conformity with the Auditing Standards issued by the CAG.

Economic Sector-II (PSU II)

Economic Sector (PSU-II) deals with the Compliance Audit and Finance Audit of four power sector companies (HPSEBL, HPPCL, HPPTCL, BVPCL) working in the state along with the three government departments (Directorate of Energy, Director Himruja, Chief Electrical Inspector) and one autonomous body (HPERC). This section is also entrusted with the work of conducting Performance Audit on the topics selected/ approved by the Headquarter.
