Consequent upon creation of Jharkhand State on 15th November’2000, this office started functioning as O/o the Accountant General (A&E), Jharkhand, Ranchi. Before shifting of pension authorization work to Ranchi, the O/o the Accountant General (A&E), Bihar, Patna was authorizing the pensionary benefits of the retired/deceased employees of State of Jharkhand.
The pension authorization work of Non-Gazetted employees of Jharkhand was transferred to O/o the Accountant General (A&E), Jharkhand, Ranchi in the month of February’2003. This office started authorizing pension of Non-Gazetted employees of Jharkhand from 03.02.2003 and Gazetted pension from 13.10.2006.
Except pre-2016 revision cases whose inflow is very high, this office disposes all pension cases received up to 15th of each month by last day of that month and pension cases received between 16th to last day of each month are disposed by 15th of the following month.
But this office is facing difficulties in authorization of pension where that pension cases are forwarded by the pension sanctioning authorities to this office in incomplete shape. As a result the pension cases could not be finalized in time. Although the Govt. of Jharkhand emphasized the need for timely submission of pension papers to the O/o the Pr. AG(A&E), Jharkhand, Ranchi. The head of office is required to start processing the pension papers 18 months before retirement of the Government servant and to forward them in complete shape not later than six monthsbefore retirement.
In order to settle the pension cases/family pension cases expeditiously some guidelines to the pension sanctioning authorities are detailed below with a view to use these guidelines as checklist before forwarding the pension cases to the O/o the Pr. A.G.(A&E), Jharkhand.
Our motto is to authorize pension to Govt. servant immediately after he/she retires or as early as possible in the event of death/premature retirement.

Consequent upon implementation of e-Pension Portal from 01.09.2017 as notified by Planning-cum-Finance Department, Govt. of Jharkhand Resolution No.2369 dated 13.07.2017, all the pension application should be processed through e-Pension Portal. |
Offline pension cases forwarded to AG Office are being returned in the light of Planning-cum-Finance Department, Govt. of Jharkhand letter No.1564 dated 29.06.2018. As such, submission of offline pension cases to AG office should be avoided. |
Obtain pension application online in 18 months in advance of the retirement of Govt. servant. The head of office ensure the gap, deficiencies in perfection if any, noticed in the service book, etc. are set right, so that pension application can be forwarded to AG Office for authorization not later than six months before retirement. |

About 90% of pension cases are received in delay of 2 months to 5 years of retirement without stating any reasons for delay. Do not forward any case to A.G’s office six months after retirement without stating the reasons for delay. |
After completing all necessary formalities as required for processing the pension cases in e-Pension Portal, the head of office shall forward the pension case of the retired Govt. servant to the O/o the Pr. A.G.(A&E), Jharkhand not later than 6 months before retirement of the Govt. servant with the following documents :-
- Service book in complete shape
- 2 sets of hard copy of online pension application in complete shape.
- DC/NDC from competent authority
- DC/NDC in respect of long term advances in the cases of Gazetted pensioners i.e. HBA/MCA/MMA DC/NDC issued by AG Office.
- PWD certificate in respect of occupation/non-occupation of Govt. quarters.
- Last pay certificate
- Service history in respect of Gazetted officers, whose pay slip is being issued by Finance Department (Dawa-Koshang)
- 3(three) copies of joint photograph duly attested by competent authority.
- For missing Govt. servant, copy of FIR and Police report should be invariably furnished alongwith the pension papers
- In the case of minor son/daughter of late Govt. servant, Guardianship certificate by a Court of Law should be submitted.

If any of the documents as mentioned in left side not attached or found with the pension papers, it will be treated as “Incomplete shape” and will returned to the concerned department for compliance. The Head of Office will be responsible for delay in finalization of such incomplete cases.
- Service Book
- If the service book is duplicate or reconstructed, order of the higher authorities allowing such reconstruction should be recorded in the Service book and a copy of such order should be pasted on the front of the service book, otherwise the case will be returned.
- If the name of the Govt. servant, date of birth, date of joining, date of retirement/death, last pay, pay level, etc. in service book differs from online pension papers submitted. This will be treated as ‘Incomplete case’ and will be returned.
- The change of date of birth in service book found un-attested or found manipulated as well as date of joining found manipulated will be returned immediately for compliance.
- The date of death or retirement should be recorded in the Service book with proper attestation, otherwise it will be returned.
- Period of absence should be regularised by granting admissible leave to Govt. servant. Otherwise, the case will be treated ‘Incomplete Shape’.
- The period of suspension if any should be recorded in the service book with clear cut remarks that if will count for pension or not.
- Pay fixation due to implementation of Pay commissions and granting of ACP/MACP, should be vetted by the Dist. Accounts Officer and pay should be regulated, accordingly till date of retirement/death. Non-vetting by DAO will be treated as “Incomplete Shape”
- Hard copy of Online pension application should be in complete shape
- Page No.7 of online pension application i.e. Descriptive Roll should be in complete shape i.e. 1. Joint photograph duly attested by competent authority should be pasted. 2. Specimen signature of the Govt. servant should be attested by competent authority 3. Page No.7 should be countersigned by DDO as well as Sanctioning authority.
- Marital status of children should invariably be recorded in the family details.
- In the case of two wives case, Ist wife & children thereform and 2nd wife & children thereform should be detailed in the family list.
- Page No.8 of online pension paper where sanctioning authorities accord sanction of pensionary benefits should be in complete shape and countersigned by the sanctioning authority.
- Non-qualifying periods should be mentioned in the online pension papers.
- Provisional pension or DCRG if paid to Govt. servant should invariably be detailed in the online pension application.

The head office should be vigilant while processing pension applications through e-Pension Portal. Before, despatching the hard copy of service book and online pension application to AG Office, the head of office should ensure that the case has been successfully electronically forwarded to AG office in e-Pension Portal. |
Detailed below procedural lapses at the level of sanctioning authorities, while processing online pension application in e-Pension portal will be treated “Incomplete Shape”
- Not in Portal (i.e. hard copy of pension case received in AG Office, but the case is not available in the e-Pension Portal)
- Pending DDO (i.e. hard copy of pension case received in AG Office, but the case is pending at the DDO level in the e-Pension Portal)
- Pending Sanction (i.e. hard copy of pension case received in AG Office, but the case is pending at the Sanctioning Authority level in the e-Pension Portal)
- Status is BACK BY AG Office (i.e. hard copy of pension case received in AG Office, but the status of the case in the e-Pension Portal is “Back”)
